The Visual Studio Gallery for PowerPoint Storyboarding is deprecated. You can still create your own shapes and share them, however there is no longer a central place to upload or download storyboard shapes. Also, starting with Visual Studio 2019, the Team Foundation plug-in for Office is deprecating support for Office Project and Storyboarding with PowerPoint.
Share shapes that you create with your team
At any time, you can export custom storyboard shapes that you've created and share them with your team. You can create storyboard shapes with any combination of PowerPoint shapes, screenshots, inserted images, or storyboard shapes.
- Add each of your storyboard shapes to the My Shapes category and name it. If you don't see the Storyboarding tab, you don't have the Team Foundation add-in for PowerPoint Storyboarding. See step 2 in the previous procedure.TipTo update the shape, highlight it, open the context menu, and then choose Update My Shape.
- Export your shapes to a storyboard shapes file (.sbsx) and share it with other team members who use PowerPoint Storyboarding.

I had the same issue. I was able to resolve it by going to
Powerpoint Options > Add-Ins
Powerpoint Storyboarding Without Visual Studios
There I noticed that the Team Foundation Add-In was disabled. When I enabled it, the Storyboard ribbon showed up.
I'm using Office 2013 with VS 2013 Update 4.

You need a particular edition of Visual Studio installed (e.g. Storyboard your ideas using PowerPoint - microsoft.com).

Visual Studio is Microsoft’s own IDE that was initially code-named Project Boston and was released in 1997. This time, Microsoft bundled together all their development tools and bought them with a single product. The initial version of the software came in 2 editions. This first one was Visual Studio Professional and the other one was more powerful Visual Studio Enterprise. Microsoft Visual Studio
Currently, version 11 of Visual Studio named as Visual Studio 2017 is the latest stable release from the developer tools team at Microsoft. It is available in 3 main editions namely
- Free Community version,
- Professional version, and
- Enterprise edition.
The Community edition is the free version of the software bundle and is least featured. But anyway, it gets your work done as a novice or a student developer. The second one is the Professional Edition that is slightly more powerful than the Community edition and then comes the complete Enterprise package with all the powerful tools for Visual Studio.
As of now, Visual Studio is a Code Editor, Debugger, and a Designer. This means that you can edit or write simple code for backend or consoles here, you can check if the code written by you is functional and can help if your code needs improvements. Also, it is a designer as you can now designer User Interfaces and User Experiences within Visual Studio like while developing apps for UWP or in Xamarin using Blend or XAML.
